Operation WarmHeart

Operation WarmHeart, a project of the Evergreen Colorado Rotary Club in partnership with the Ft. Carson Non Commission Officers Association (NCOA), aims to promote the health welfare of active duty personnel at Ft. Carson by offering instant emergency aid to military members and their families throughout the year.

On Friday, January 11, 2008, Rotarians Tom Weinberger, Jane Weinberger, and Howard Hoch, together with representatives from Ft. Carson, will do a 12-15 minute in-depth presentation about how this program will work in detail.

The name of the program shall be Operation WarmHeart.

Purpose

The purpose of this program is to promote the health and welfare of active duty personnel at Ft. Carson by offering instant emergency aid to military members and their families throughout the year. This monetary aid will be offered in the event of a crisis that does not qualify for assistance through other base or Army agencies. Other agencies and sister services may request support through Operation WarmHeart. Individuals receiving assistance from Operation WarmHeart will not accrue proprietary interest. Ft. Carson’s Non Commissioned Officers Association (NCOA) operates the program. Operation WarmHeart will encompass other programs available through the United States Army.

Authority & Specific Limitations

This constitution prohibits the NCOA at Ft. Carson to carry on any other activities not permitted by an association exempt from federal income tax under section 501 (c)(3) of the code. This association is not an instrumentality of the United States government and is not considered under United States Army Services control. No appropriated or nonappropriated funds of the United States or its instrumentalities shall be used to support this association, either directly or indirectly (unless this association is specifically authorized to obligate appropriated or nonappropriated funds or to conduct any business by or on behalf of the United States or any of its agencies or instrumentalities).

This program operates on Ft. Carson only with the consent of the installation commander. Operation is contingent on compliance with the requirements and conditions of all applicable Army Instructions.

This program will conduct no activity, which will prejudice or discredit the interests of the United States Army or any other agency of the federal government.

This program will not conduct any business in the name of any United States Army installation of organization.

Neither the United States Army nor any of its non-appropriated fund instrumentalities will claim the assets of this program or its funds except as may arise out of contractual relationships.

This program will not engage in any program that conflicts or competes with nonappropriated fund activities of the United States Army

This program cannot be amended to omit a statement of the nature and purpose of the association or to omit provision for disposing of residual assets and liabilities when the association is dissolved.

This program will not discriminate against anyone on the basis or sex, race, color, religion, or national origin.

All books and records of this program will be made available for audit if special circumstances require such an audit.

The installation commander may enforce compliance with the above condition, inquire into the operation of this association, and withdraw consent for its existence on the installation if he/she deems such action is necessary in the best interest of the United States Air Force.

No substantial part of the activities of this program will be the carrying on of propaganda, or otherwise attempting to influence legislation, and the association shall not participate in, or intervene in any political campaign on behalf of or in opposition to any candidate for public office.

Added Requirements

NCOA shall establish a system for the protection of the programs assets and ensure the liabilities do not exceed its income.

NCOA will maintain a record of requests, approvals, and disapproval. The Evergreen Rotary Club requests the following information be reported to the club on a quarterly basis.

-Number of Requests
-Number of Approvals
-Individual amounts approved and disbursed
-Purpose of the amount approved (need it will fill, circumstances of requestor and/or their family.

Such information should be reported in a confidential manner, at no time using the names of individuals receiving or requesting the disbursements.
This report will be shared with the member of the Evergreen Rotary Club.

Members of NCOA do not have proprietary rights in Operation WarmHeart assets and income will not accrue to individuals.

NCOA will ensure that all members are aware that financial liability incurred by the organization may ultimately result in individual’s personal financial responsibility if the fund fails to discharge its obligations, even though the fund may have been redesignated or dissolved.

Request for Assistance/Finances

All funds will be deposited in a checking account in such banking facilities belonging to NCOA. The NCOA Treasurer is responsible for providing a financial statement that will be reported and recorded in the official minutes of the meetings in a timely manner.

All requests for Operation WarmHeart funds will be made by using the Nomination for Operation WarmHeart request sheet and will be signed by either the Sergeant Major or Commander assigned to the requestor’s unit. The application will then be routed to the Operation WarmHeart Program/NCOA. NCOA may approve requests not exceeding $300.

Any request for money falling outside of the purpose stated in Article II must be coordinated through the Command Sergeants Major or senior advisors.

Expenditures will be in the form of a grant; however if the recipient can afford to repay some or the entire amount they can.

Operation WarmHeart will be primarily financed through the Evergreen Colorado Rotary Foundation. The Evergreen Rotary Club may utilize fund raising activities to be used to support continuance of the program if needed.

Operation WarmHeart will comply with all local, state, and national laws.

Dissolution Clause

In case of dissolution of the program, funds in the treasury at the time will be used to satisfy any outstanding debts, liabilities, or obligations. The balance of the assets will be returned to the Evergreen Colorado Rotary Foundation.
